06 Yukon - Low and High Beams Not Working

I have a 06 Yukon Denali. The high beams and low beams are both not working. All other lights work including the fog lights and daytime running lights. I've checked the TBC 10a fuse. The fuse was not blown and multimeter showed 12V power coming to fuse location. With the headlight switch in on mode (not auto) I also swapped around other relays to HDLP low and hi. This did not fix the problem either. I then checked for power coming to HDLP fuses and no power was detected. Looking for suggestions on best next steps.
