Unless you live AK, MN, ND, WI...you get the idea. People don't know how to drive in bad weather. 3" might as well be 3' in their eyes. In general, 40% of the population shouldn't even have gotten there drivers licenses, much less drive in snow or ice.

I live in Portland, Or and back in the 60's-70's we would get snow every year. some years it would be 6" and others it would be 3'. There would only be 1 snow event and wouldn't last more than a week. then comes the freezing rain, we have that more than snow, it's just how the gorge winds effect us. I would say that most people panic when they see the stuff coming down. They don't have the experience, but are compelled to go out and drive in it anyway. they crash and cuss and have no one to blame but themselves. I enjoy driving in the snow, there nothing more peaceful to me. I also have over a million over the road miles and many snow and ice miles. I look forward to going out for a drive the day after a big snow, the first day takes out most of the idiots, and that leaves a better drive for everyone else.
