what is this line for/ do? It seems to just run from the diff to nowhere up by the filler neck.

Really. Huh. It has a tiny slit in it near the gas filler. I guess that doesn’t make a difference at all?

Not really. It could let very tiny particles of dust in, but that's about it. That plastic cap at the end is like a dustcap of sorts. Your transmission and transfer case (if 4WD) will each have similar vents with the hoses ran up the bellhousing to the top center of the motor, behind the intake manifold.
