where is this hvac harness referenced in tsb?

I'm working on tracking down some HVAC issues on my 2003 tahoe. I've been checking grounds/connectors/power before I get into the hvac itself. I located a TSB about a common problem with hvac wires chafing on a support but for the life of me I can't picture in my mind where this is or how to get to it. Here is the relevant part of the tsb, can anyone tell me exactly where this is and how to get to it?

Thanks, I was beginning to think nobody would figure it out. That kind of looks like it is it. I was completely focused on the drivers side since it said "instrument panel". I don't consider the passenger side to be part of the instrument panel but your picture matches pretty well and you can see wires coming from the top directly on a support. I'll have to check it out.

I have a strange thing on the rear ac(auto climate controls), the rear module shows battery voltage 5 volts higher than actual battery voltage whether key is off/on but not running/on and running. The module is always powered by the ECC fuse in the drivers side fuse block on side of dash so it can be read with key off. I've only checked the ground and power wire on it, they check out good and correct voltage. I have 3 modules, the original, a doorman replacement, and a module from a well maintained low mileage 03 tahoe. All three of them report 5 volts over battery voltage in all conditions of key on-off/running/not running. I need to check for voltage and then continuity with ground with the ecc fuse pulled on all the pins for the two connectors(red and grey) on the rear module. I believe the doorman module is bad, it is constantly feeding that voltage to one of the pins on the rear temp blend door actuator. The other two modules are not, I currently have the module unplugged until I track down what is happening with the voltage it is reporting.
