It's the PCM- the "main computer". Apparently, yours is a very old design that predates 1964 when segregation was "ended".

And neither bundle of wires or the connectors have any white or black on them as far as I can tell.
As far as the question, the computer for my Taurus wagon is a bit bigger than a cigarette pack and slides through an oblong hole in the firewall. You have to pull the glove box to get to the fastener to release it. So, this thing about the size of an IBM Toughbook made me wonder.

If you upgrade from the 4plug 'Vortec' pcm, to a 12200411 pcm, the latter is VERY tunable.
Both the L31 & the 4L60E have some potential held back by GM's OE calibration.
