Painting your rims

Im sick of the tahoe stock rims that are turning brownish colored from water getting under the clear coat. It is impossible to even go about cleaning them. Just do the indented parts black, what do you guys think? Any tips on how to paint them and what kind of paint to use?

powder coat is a great idea. I have a set of four of those I would love to get rid of, they are in good shape.
