Just had my spare tire replaced and now when I go to install it I crank the hoist until it clicks 2 times but the tire isn't right against the underside. I can still move it a little. I've tried 3 times now. Is this right?

Happened to me last year, bought another off ebay from a guy who cleans them up and only sells good ones. It is supposed to go up against the bottom which keeps it from moving around.
I can feel that the piece that holds the wheel up is sitting against the rubber boot on the hoist. It goes all the way up and the tire is hanging level (touching the front upper been piece). It looks like in order to be snug it had to hang at an angle with the rear angled upwards. I am hanging it with the valve stem facing down like the manual says.
