Instrument panel dim in daytime

New to me 07 Yukon xl Denali. The gauge cluster is super dim during day hours when headlights aren't on. At night or with headlights on they are fine and adjustable with the dimmer.
Is that just how these are?

2007 I dont think the backlight is on all times, only when headlights are on. I can show you how to make it come on
