that meter is 9/32nds and the number above it is MM. the wear spots are normal to any 07 GM vehicle. That is what they do. My escalade and Tahoe both have the exact same wear patterns on the outer side of the tires as I have had an alignment done multiple times on both of my vehicles with no corrections needing to be made.
Same goes for my dads 2007 Silverado Texas Edition and my sisters husband 2012 Texas Edition. all same type wear patterns. Anyways with that being said I measured for a reason up top to show the tread depth and price is obo. I have had multiple interest locally however the buyers flaked due to them being the same brand as what's on the OEM setup they currently have and said that the tires wear fast. That's not the tire its the GM vehicles and that's even passed on from a friend of mine who is a manager and Parts for a Chevrolet Dealer and 3-4 Friends that are techs.
