AC not blowing cold air

Both my drivers and passengers air vents blow out hot air. It blows hotter than if I had the heat on. If I turn off the vehicle and turn it back on, it blows cold again as long as its on a higher setting. What could I do about this?

You could tell us what year, make, and model (put that in your signature so it's always there), and if the HVAC controls are manual (sliders) or auto (with numeric digits).

Yes, need to know what year/model we're talking about.
Right off hand I'm thinking actuator(s). Does the middle and left blow hot while right blows cold?
