@ Roadrageror: Did you ever get around to taking a pic of where exactly you placed your ballast under your bumper? Also, do you think you can point out in the pic what the "spacer" looks like.
I looked around under the bumper too when I was attempting to find a nice spot for my ballast, but I could not find where exactly to tie the zipties to.

Well, my truck sits and an Angle so of course it aims down to the ground!

So I ended up removing the plastic bolts and replacing them with bolts, nuts and washers. This was in order for me to AIM the Foglights so I can actually see at night. I also used 4 washers on bumper bolts to push the whole Foglight Housing back so I can move the light with out it hitting the bumper.

My only problem is that the bulbs melted inside the fog light housing!
