got a email from a gmail account. Said they saw my raffle and if i keep up with it will send it to irs and local police dept.

really? Why can't someone raffle off their ride if they want??
Google it or ask the IRS.
Only the state can use people's hopes against them to scam them out of their money through lotteries. And corporations through sweepstakes. And casinos. But not us little peoples. Either way it's a scam.
Other than on the rare occasion that it's simply a fun way to raise money for legitimate charities.
