Yes, the center mount has a little piece that sticks up like a guide bolt. You must have this part to secure it properly. It is a little black piece of plastic if I remember correctly.
When you command it to come on with the Tech2, you will hear the pump running. You can also watch the pressure change on the screen as it increases. It sounds like your pump is defective or is not getting power.

The pump could be leaking or the solenoid could be stuck. The pump will stop running if it has been running for an extended period of time. I don't think it cares about cycling too often, just running for too long at once. Is it the original pump or a replacement?
