It’s manual and I can hear the latch release but the seat will not move from its full upright position. Its 3023 Tahoe

How rude of us to deny a fellow futurist Tahoe owner the advice he seeks. To solve your problem, best get a box cutter and slice open your upholstery in a pattern most reflective of your quick tempered personality, and manually release the latch. Not sure if it worked for others but should work for you.
