    Just to report back now that I actually had a chance to make this repair (I really need a garage). It appears that the relocation kit/upgrade had been done on this which moved the evap selenoid up above the spare tire and the loose hose I saw was simply the old one. They just left it there...

    Not real surprising on the lack of guidance when government is involved, haha. It's still not a bad idea for people get their vehicles inspected annually anyway. I saw somewhere a write up on how it affects us as consumers but I also haven't come across any articles referencing inspection...

    Well interestingly New Hampshire just got rid of inspections starting in January. I was just concerned with what that other hose is supposed to goto, it doesn't seem to be throwing a code because the only one I get is the P0449.
