Whining on start

On engine start in park, there's a strained whining. Abs, brake and airbag light illuminated.
Shift to R, no noise/strain.
Shift to N it turns into a louder screech,
Shift to D, no noise/strain.

Key off, restart, no problems or lights.

Happened 3 times now.

Anyone know where to begin?

Update for others,

Ignition lock cylinder tumbler retainer came apart at the stakes and shorted the starter circuit.

Upon removal I had to **** around jiggling and vibrating to get it out because all the pieces were loose.

In the end a cylinder replacement was the fix.
