is this proper procedure?

Last spring, i took the Hoe to get an alignment. They had to replace the centrics (?) On the upper control arm bolts since the original ones were too rusted. Anyways I noticed that day after i got it back that the front would pop after stopping and coming to a rest. Seems the uca bolts were loose since it stopped popping after i cranked down on them.

Tonight i noticed my front end making some sketchy noises (per usual lol) but this time it seemed different. The uca bolt on the driver side, closest to the rear was loose as the control arm had enough play to wiggle around and slap itself in the frame bracket.

This ***** was tight but I had to use a breaker bar with a 3 foot pipe to crank down on it. Is this proper protocol or am i missing something?
