Seat belt wont unwind!!!!

So our dog chewed though the seat belt in my step-mom's 08 toyota yaris (I know, I know. lol) so I ordered one off ebay, went to put it in and it wont unwind. I have read probably 10 threads on other car forums about the same problem installing seat belts because they are inertia seat bealts and they need to be at the right angle and bolted up before they will unwind. It seems like everyone has this problem and follows the steps stated to no prevail. I have done them and it doesn't work!!! It wont unwind, its bolted up, plugged in, etc...Anyone know a trick to getting it to unwind?

remove the cover off and smack the unit with a rubber mallet to loosen the sticky mechanism.

except it says "do not impact, explosive mechanism inside" so i dont think i'll hit it with a mallet lol

push it up like it's locked and then pull.

literally grab the belt near the top and push up a bit.
