Possible Case of A Going Alternator?

For the past while now I've been having some strange issues popping up, The unbearable whining noise that is driving me nuts and some odd flickering of interior and exterior lights. Even with my amp and second battery unplugged the same thing happens which leads me to think about the alternator.With everything off shifting gears for example dims the headlights by a small but noticeable amount.Voltmeter on the dash never dips below 14 volts and maximum is around 14.5.

GM cars are known to dim as the alternator is turned on and off by the computer. There's a term for it that escapes me now...
