Lower mirror covers '99-'06?

Are there chrome covers available for the lower/base part of '99-'06 Silverado mirrors? I've seen them for '07-up mirrors, both factory and aftermarket. Also, are the side mirrors on an '02 Escalade the same as Silverado mirrors?
