GM TSB - Refinish Aluminum Wheels

Hello,

I was informed by a Firestone service manager about TSB 99-08-51-007F - Refinishing Aluminum Wheels. In addition to the corrosion on the chrome, he showed me how the nickel plating on the inside of my OEM 20" rims is peeling off in sheets, and said this TSB applies to that.

Does anyone have any familiarity with this TSB? I searched the site and didn't find any discussions. Thanks in advance
