annoying issue with one of my HIDs

one of my hids works when it wants to, sometimes wont turn on what so ever, when it does turn on it will flicker like crazy till it warms up and works fine. would this be the ballast? all connections are perfect.

First did your kit from us ?

Second are you running a power relay harness for your lights ?

Nope didn't get it from you. And a power relay harness? I didn't do anything but plug in the kit, whatever came in the box.
