    I had this problem on my 97 Tahoe. It was that the turning indicator was shorting out in the internal contacts (like with your Grand Am). I replaced the whole unit as the shorting has killed the cruise control controls and was also affecting the wiper controls.

    It's pretty much normal. You'll find too that the aux input has a low volume as well. Another factor is how the tracks on your CD's are recorded. If the tracks are recorded at a higher volume, then they will be louder at an equivalent volume setting than FM or XM.
