Yes, the center mount has a little piece that sticks up like a guide bolt. You must have this part to secure it properly. It is a little black piece of plastic if I remember correctly.
When you command it to come on with the Tech2, you will hear the pump running. You can also watch the pressure change on the screen as it increases. It sounds like your pump is defective or is not getting power.
