Boarder patrol truck here. I was told they activated sirens with the steering wheel horn switch. I direct tested my speakers and got nothing. I added a new horn, fuse, relay, and put a horn swich on the ledge directly below the ignition. Looks good, sounds good. My horn problem solved.
Your lifter is ticking until oil gets to it. This has to be fixed quickly to prevent damage to your enginee. Your valley plate has cylinoids that inject oil to govern your lifters. You might have a partially clogged or non functioning cylinoid. If you dont want to rebuild the engine to DOD/AFM...
