Probably the on/off and engage switches for a Secure Idle device. I’d bet you hear a relay clicking if you press the red button.

One is momentary, the other is push-on push-off. Wires come out under your dash. Can be used for a number of things, such as radio PTT. It's a option installed by Kerr Industries.
