Its a cabin temperature aspirator/sensor.
Sometimes they tend to make noise when they are going bad, or get clogged with dust/dirt.
Try a can of compressed air (like the one for computer keyboards), or go to you nearest car detail shop and have them blow air into it for like 5 seconds, if the noise continues, buy a new one, its cheap.

So if I disconnect it cuz it was making a noise, would that explain why my interior temp gets really warm even when the heater is set to 60 Degrees?

That's just ONE of the ways....
On-Star is really just a government monitoring program disguised as a "convenience." You think just because you don't pay for it or use it that it does nothing...HA...think again.

how did you disconnect it?
Also, they can just track you by watching which cell towers your mobile is pinging. Don't bother taking the battery out; it still pings cell towers solely for this purpose.
