No A/C flow out of one vent? How is this possible?

On my 07 NBS, the passenger side center row vent doesn't output A/C (or air in general)

Is this a common issue? I'm trying to figure out what could be going wrong here, seems odd that it would be plugged.

Blend Door Actuator... Its common. Usually you can tell by turning your air all the way off, and yet there will be airflow coming from the vents.
