Lift height vs. tire size and etc..

I'm thinking of buying a diesel Suburban and have some lift questions.

How much of a lift would I need to effectively use it in rough terrain? My jeep has a 4" and drags sometimes.

What size tires will fit with each lift height and at what point would I need to trim fenders, wheel wells, etc...?

What are the available lift kits that are a good value and not outrageously expensive?
