It keeps mentioning RPO codes: DL3 and ULT. I have DL3 on my RPO codes but not ULT will this mirror still work on my 08 LTZ?

Yes it will, that mirror has the blind spot alert but it will still work for your Tahoe. The blind spot feature will not though
