03 tahoe passlock on

I have 2003 tahoe LT 5.3 flex, it was sitting for 2 months"rebuilding motor". it had no problem before that with the passlock system. when they put the engine back and try to start it for the first time, the engine does not crank at all and the passlock light is on, and it is there all the time" no it is not flashing". the guy then tried to start it from the starter itself down there, it does crank but wont run. they tried to do the 10 mins & then the 30 mins reset, they did not work at all, any solution for that problem
