Yeah a Dremel would work better. I have one and didn’t think about it. When you install the lights they will leave a scuff on the frame showing where you need to cut.

I had a 99 Tahoe with Toyo Proxies and also my 2006 with Nitto 420s both did something similar. Both times it was tires with separating tread. Both sets of tires had more than 50% tread and had to be replaced. Fixed the problem both times. I won’t buy Nitto or Toyo after that.
