    If they looked like they were coated in oil I'd think windage tray. Instead they look dry and chalky. They look like they're subjected to dry heat. Is there any chance those spacers are not plastic and could be exhaust manifold?

    Just a tip about passing emission tests with a flex fuel engine. Run the tank very low and fill with E85 for two tank fulls. Lower emission right there.

    For what it's worth I used a tap coated in grease to tap the holes and catch the cuttings. Then screwed in plugs. I don't remember the details of what tap but obviously plugs to match the threads.
