Front bottom air deflector clips?

We just bought a 1995 Tahoe that is missing the front air deflector (black piece below the bumper). I can get one of the new deflectors, but the little clips and bolts that hold it in seem impossible to find, or extremely expensive. What should I use in place of these little retainers that will hold the deflector on, just plain nuts and bolts? Thanks.

Not sure if you've seen it, but LMC truck has the hardware kit...

Classicparts.com sells them individually, but you could probably piece something together--bolts, nuts and washers would probably work. I'm pretty sure I've seen clips like that at auto parts stores. You'd need 11 of each.
