Brush Guard Paint Prep

I've got a Manik brush guard on the Tahoe, I've had it since new (99). It has a few rust spots on it now, so I want to take it off and repaint it using bedliner. Question is, whats the best way to prep the guard for paint? Sand it all down or hit it with a wire wheel? I believe it is powder coated (not that great of a job though).

the parts that aren't rusted just need scuffed up really well, all the rust needs to be sanded off or hit with a wire wheel or it will just bubble back up under the bedliner. any loose paint needs to be removed as well.

clean it with whatever your bedliner brand recomends and roll the bedliner on it.
