A/C Blower motor stays on when engine is on but NOT when engine is off

Hello everyone,
I have seen ountless threads about the ac motor blowing when ignition is off but i have the oppsoite problem, sort of. So I do not have automatic climate control as mine is an 08 LT without it. So when i turn the knob/dial to 0/off and the car is at a stop or not moving then it will not blow air, but if the dial is off or at zero and the car is moving, the ac motor will start blowing air, and it seems the faster the car goes, faster the motor blows.

This cannot be normal and if not, what should i check?

If you dont want air entering the cabin hit recirculated air button, no air will come in with blower fan(not a/c fan)on 0 or off. Or you can switch it to your feet and adjust temp to your liking with the fan off. Its normal to turn blower motor off and have air enter vehicle while moving. Hitting the recirc button stops any air from coming in
