The Evap vent is normally open unless running an Evap monitor. So to answer your question, no you should not hear a difference in pressure hiss when you remove your fuel cap.
Take the old sensor off the failed stem and screw it on a new stem kit which is like 5 bucks OR make a small pvc tube that can be pressurized with the sensor in it which is more than 5 bucks and a completeinconvenience.
The resistor is going to be under the pass side dash next to the blower motor assembly.

Also check where the wiring harness leaves the body and entires the lift gate at the top near the 3rd brake light. That harness is known to to get chaffed and possibly severed due to sharp edges as it is opened closed.
