Yes. The PCM reading is correct. That's what makes me think it's the stepper motor.

That's what I figured. Are they hard to replace? Never done one of those before.

the motor yes. not so much the part as is getting the needle mounted back to show the correct speed because you may not me able to calibrate it correctly.
