Oil or something splatter when seat heater or seat cooling turned on?

New to the forum. This is my first post. I bought a 2010 Tahoe LTZ last January. I've always been curious as to what is going on when I turn the seat heater or cooler on. Driver's side only there are some splatters that occur on the door, seat, my pants, etc. I can't really catch it in action so I don't know where it's coming from, but if I clean it all up and don't use the feature it stays clean. When I use seat warmers or coolers it comes back.

I've attached a photo of the bottom of the dash near the parking brake. This seriously splatters across the door as well. What is it and where is it coming from? Anyone else see this?
