Heat/AC never fully turns off

If I understand your question you mean there is always a fan blowing through the air vents when the car is running. Every car I've had with automatic climate control is like this. It's always blowing if it's on. Doesn't stop/start like your home HVAC would.

I'm a little confused as well to what exactly you're referring to.

I know when I first bought my Tahoe, I was a little confused with all the new gadgets. If you are just turning the knob counter clockwise, it will only turn the air down to the lowest setting, not fully turning it off. You have to press the knob to completely turn it off. I may be missing the issue all together....

Pressing the knob doesn't completely turn it off even though it looks off. Most vehicles don't let any air through when the system is totally off. This one does for some reason. I think my last GM truck did the same thing. My other cars don't let any air through. ITs strange.

Don't know if this what you mean but if you leave the fresh button on. There is always going to be air coming thru. Tou have to press recycle button to stop it complete it. I haven't pay attention to my set up.

You have to regulate your temperature with knob. If is on fresh air. You will get all the heat from the engine. I went thru that with my first GM vehicle back in 07. Coming from Lexus. Like you said once you press off button is complete off.

On my 2015 Tahoe I have to close the vents if you don't want any air coming through. Otherwise, I think you always get the outside air coming in, even when the fan is off. I'm not sure if it stops when I turn on the recycle air button and the fan is off.

That is exactly how mine works. Turn it off sitting parked - no air at all. Start driving - fresh air thru vents. Push recirculate button with system off - no air thru the vents.
