WTF is this?

There's a half gasket foam thing on the wall of my transmission where it meets the starter. Is that supposed to be there or not? I don't recall it being there when I changed the starter in 2004...

moisture seal, its bunk, remove it.

Dude! Its fuggin sticky foam, with the sticky back. I pulled all of it off before bolting the stater back up and now I hear a scrape, like when trying to start a car already running, when I start. This is my 3rd starter since 2008. I changed one in 2004, and now I'm having major issues..CONO!
