Tail lights strobe/blink all the time

I have a 2011 Chevy Tahoe police package and the tail lights continue to strobe/flash at all times. Is there a relay or cut wire to make this stop? Any help would be appreciated. Thanks!

This can be tricky. My head lite flasher would activate when I used my high beam switch. At the same time my dr side rear door lock stopped working. Replaced a fuse for rear door lock and all works now. I seems your has a separate flasher some where that you have to find. I would start looking in the rear panel where the jack goes and under the rear.
