Dealer wanted $95 to replace 2 burnt out bulbs !!! Went to Advance Auto for $8 and 30 seconds to plug them in !
New bulbs but they don't light up even with the headlights on. All other lights work ?!?!? Some fuse??? Something else???

LOL, and now you know what the other $87 would've bought you.

And do you have the ability to plug them into the connectors place in 2 ways? LEDs are essentially diodes, and they require a specific polarity.

Remove the LED, turn it around, and replug it back in.
This is a 2005. No LED...standard tiny bulbs #194. Tested them on an extra socket I held on the battery = the bulbs work...just not ON the car license plate.

Assuming I have the correct vehicle, the wiring diagram index is found here:

Scroll down to the "License Lamp - Left" and the next block for the right-hand one, and look at the three diagrams (the highlighted diagrams are active links so you can click on each one). Each diagram is dependent on the applicable RPO code.

EDIT: you can check for voltage at the rear lighting junction block that's behind and above the RR wheel.

"Sir, the $95 is just the bulbs...a new wiring harness front-to-back is another $1,000" ! LOL When my 3rd brake light kept blowing fuses...I just ran a wire from it to one of the brake lights and it works fine! I'll just run a wire from the 2 tag lights and splice in to a tail light.

Case Closed. It was the connector behind the RR. It was half-way disconnected !!! I bet the Dealers $95 was for the (not burnt out) bulbs...and plugging in the connector would have been an additional extra hour shop-charge.
