Side view mirrors don't fold or go up and down !!!

I seen the post about ordering the aftermarket piece to enable the mirror to fold but will this fix the mirror so that it goes up and down?

The replacement brass gear is just for folding. If yours won't move at all, I'd be looking at the harness and motor as the likely culprit(s).
