In the US turn signals are mostly red, but in most European countries the turn signals must be amber/yellow. When you take your "Yank Tank" to Europe you have to get your turn signals changed out to yellow. It's pretty easy if you have a recent, or popular, model. They make them especially for US. But if you have an older, or antique, vehicle you have to have them specially made, which costs big bucks. Or you can improvise, which is what this person did. Not visually pleasing, but they work! And meet the requirements for road worthiness! Aloha!
Yes it has been a requirement here in N.Z as well in the past. My Yukon had the same done in japan to be allowed on the road. Orange Led instead of reverse light. It seems to be hap hazard over here though as have seen many American vehicles sporting whole red tail indication.
Am thinking about going back to that on mine and reintroducing reverse lights on her. Reverse lights are not a requirement here but is illegal to have white out the back when moving forward.

Here in the US if you see a vehicle running the "white" reverse lights while driving forward it means they're looking to race.
