I have read that 2011 and newer needs a scan tool to program a new fob. I have read that is the case “except for fleet vehicles.” Is this the case? Can I program a new fob myself on my 2011 ssv?

Do you have the DIC buttons on the dash? If so, scroll through the options and see if there is a "remote relearn" or something like that.

Some on here say the option in the DIC went away in 2010, but I swear I had it on my 2011

It didn’t come with DIC but I added them shortly after I bought the truck. Good thinking. I forgot all about that. I will take a look tomorrow.

Just an update. Nothing in the DIC menus about fob programming. Local dealer said they would give me a bit off and do it for $35. Only hang up there is they charge the fee if it works or not. We will see.
