Yessir!
It's set up so I can control it, but it'll still yield to stock control
"off" is stock
Low will force the fans to low, but allow the PCM to kick into high if it deems appropriate
And high is well... High

Yes, my fans sound just like that.

The temps have been in the upper 80s-mid 90s and the hvac is set to auto and 72 and the fans kick into high speed shortly after startup. They'll cycle down to low while driving, but will kick back to high while sitting in line at a drive thu, which is really noticeable along side the building and with the window down... Lol
