How do thieves circumvent the passlock theft deterrent?

Unfortunately, that causes the dog to have to be quarantined for a couple weeks, and adds a mark to the dog's record. If the dog bites again, it could result in the forced destruction of the dog.
Uh no. Police dogs bite perps all the time.

If a civilian dog bites someone, even with good reason, they are almost always required to quarantine to insure they aren't rabid or something else. Then there is a record for the animal that it bites. If you have further biting incidents, it gets more and more difficult to avoid having the dog destroyed for being vicious.

Never said civilian.
