My 2003 Tahoe running lights were filling with water from spraying up behind them from the front tires when going through water (and not condensation). I dried them out and then wrapped duct tape around the electrical penetrations at the rear and that stopped it but I got tired of redoing that and got new LED running light assemblies. So far so good. The same may apply to headlights.

Are yours OEM or aftermarket? Aftermarket you may need a new housing as it's almost impossible to find.

The light connections also need to be tight.
