I have a 2000 Tahoe Z 71, but it’s the early 2000s saw the same as the 99 body style. I’m just wondering if anyone has insight on a plug and play electronic brake controller? I’m hoping I can get away with a plug and play and not having to hardwire one in

Not positive on that model but I installed one on my 1998 PU. It's not plug and play but it's simple. The wiring for the brake to the trailer connector should be taped under the hood, should be 2 heavy wires taped together. For brake signal I checked at the convenience center at the left lower dash by the parking brake pedal and found a terminal that was the brake light power and used a push on spade connector on it.
